An Examination of Article Two of the Library Bill of Rights

The prominence of the Library Bill of Rights suggests the need to examine carefully its meaning and claims. The question considered in this paper is: What sense can be made of Article Two of that document? After a lengthy examination of possible interpretations of the meaning of Article Two, and of the problems generated by those interpretations, the author concludes that the article is so flawed that a revised version is needed.
